John M. Hay, Secretary of State, and Tomas Herran, Ambassador from Colombia, sign the 1903 Treaty of Washington, ceding a ten-mile strip of land across the Colombian enclave of Panama, for the construction of a canal between the Pacific Ocean and the Caribbean Sea.  In return for perpetual sovereignty, the United states agrees to pay Colombia a one-time fee of 25,000,000 Dollars (lawful Money) and annual payments of 250,000 Dollars.
