Republican (proto-fascist/socialist) President Theodore Roosevelt—without a constitutional amendment—signs Public Law 57-159, creating the Census Bureau as a permanent agency within the Department of the Interior.  Previous decennial censuses were conducted by the United states Marshal’s Office with temporary staffs.
