Congressional (radical) Reconstruction continues: The Republican (nationalist) 40th Constitutional Congress allegedly passes a resolution, proposing a 15th amendment to the Constitution for the united States, allowing universal male suffrage.  The three remaining outcast confederate States that have not yet been admitted to the nation, Mississippi, Texas and Virginia must now ratify BOTH the 14th AND 15th amendments.

       CONSPIRACY ALERT: Although a copy of the resolution can be found on the world wide web, there is no record, in the Public Statutes at Large of the act ever having been passed.
