The City Council, of Louisville, Kentucky, passes an ordinance making it the first jurisdiction in the nation to replace the American (public) ballot with the Australian (secret) ballot. Under the public ballot, ballots are printed and distributed by political parties and candidates. Who Electors support is a matter of public record thus encouraging accountability. Under the secret ballot, ballots are printed by government registrars and not distributed. Who voters support is a matter of secrecy thus encouraging irresponsibility.
Postscript: The Australian (secret) has given rise to a whole “train of abuses” such as ballot access requirements that insulate the two status quo parties (Democratic and Republican) from competition by alternative parties (Constitution, Green, Libertarian, et cetera). Because there is no record connecting the voters to the votes, modern day elections have come to be rife with electoral fraud (dishonestly counting of the votes).
