Commander-in-Chief Abraham Lincoln, of the united States, appoints Major General George B. McClellan as General in Chief of the  Army of the u.S.  McClellan’s plan is to invade the Commonwealth of Virginia with a force of 273,000 men from the sea, and capture Richmond, the Confederate capital.  Brevet Lieutenant General Winfield Scott retired the previous day, citing failing health.
