Republican (nationalist) President Abraham Lincoln, of the united States, meets secretly with Colonel John B. Baldwin, of the Virginia Militia, and a delegate to the Virginia Secession Convention, who advises the president to be patient, and the seceded States would return to the Union.  To which Lincoln responds, “And open Charleston, et cetera as ports of entry with their ten percent tariff?  What then would become of my [47%] tariff?”

       NOTE: That same day Lincoln ordered the reinforcement of Fort Sumter, South Carolina.
