A lawfully elected Senate (in accordance with Article I, Section 3 [Clause 1]) ratifies the Gadsden Purchase (45,000 square miles south of the Gila River boundary between the respective nations), with Mexico, in exchange for 10,000,000 Dollars.  The Gadsden Purchase is named for James Gadsden, Ambassador to Mexico, who wishes to use the land for a southern route to construct a transcontinental railroad.
