Because of Congress’ failure to use the Army of the united States to “provide for organizing, arming, and disciplining, the Militia,” Democratic (constitutionalist) Governor James H. Hammond, of South Carolina, signs the Military School Act, replacing the expensive, full-time Militiamen at “The Citadel” with cadets to train in the military arts.
