Town Meetings across the Independent State of Rhode Island and Providence Plantations ratifiy the “Freeman’s” Constitution, Article II, Sections 1 and 2 of which extends suffrage to any male—of any ethnicity—who owns 134 Dollars of real property (land), or is a member in good standing of the State Militia.
