At the convening of the Democratic (constitutionalist) 24th Constitutional Congress (elected in accordance with Article I, Section 3 [Clause 1]), Democratic President Jackson proposes that abolitionist literature be denied mailing privileges.

       NOTE: Article I, Section 8 [Clause 7] allows Congress to “establish” post-Offices not “operate” them.
