At the reconvening of the Democratic (constitutionalist) 21st Constitutional Congress (elected in accordance with Article I, Section 3 [Clause 1]), Democratic President Jackson restates his opposition to intrastate internal improvements and the unlawful, second (central) Bank of the United States.  Jackson proposes that surplus federal revenues be given to the States to fund their own internal improvements.

       NOTE: During the election campaign, Nicolas Biddle, President of the second (central) Bank of the United States spent more than 100,000 Dollars of the bank’s money in an effort to defeat Jackson.
