James Madison, Secretary of State, certifies that Article XII of Amendment, requiring that the President and Vice President of the united States be of the same political party, has received the requisite ratification of three-fourths of the states.

       NOTE: This amendment removed a check and balance on political power unforeseen by the framers and ratifiers.  Before this amendment the winner of the Electoral College would control the executive branch, while the runner-up would control the legislative branch (Senate).
