The Battle of Sabine Crossroads/Mansfield (Louisiana): Major General Richard Taylor, commanding the Confederate (a voluntary union) District of West Louisiana, defeats the compulsory Union Army of the Gulf, commanded by Major General Nathaniel P. Banks. This puts an end to Banks’ Red River campaign.

A lawfully elected Senate (within the provisions of Article I, Section 3 [Clause 1]) passes and forwards on to the House of Representatives a proposed 13th amendment to the Constitution for the united States abolishing slavery throughout the Union and Confederacy.
NOTE: Although the proposed amendment purportedly abolishes slavery, it contains a loophole allowing for the enslavement of freedmen in a worse situation—convict labor: “Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist. …” (emphasis added)
