Republican (constitutionalist) President Jefferson writes to Count Thaddeus Kosciuszko, of the Russian enclave of Poland, on the impracticality of granting former officers of the Army of the Polish-Lithuanian Commonwealth commissions in the Army of the united States: “I hasten to inform you, that we are now actually engaged in reducing our military establishment one third, and discharging one third of our officers.”
