Delegate James Madison, of the legislature of the Commonwealth of Virginia, calls the Meeting of Commissioners to Remedy Defects of the federal Government, at Mann’s Tavern in Annapolis, Maryland.  There are a total of 12 delegates from Delaware, New Jersey, New York, and the Commonwealths of Pennsylvania and Virginia.
