The Second Continental Congress convenes in Philadelphia, Pennsylvania.  In one of its first acts, Congress passes the first Certificate Act, authorizing the issue of 3,000,000 “dollars” in Continental currency notes (Bills of Credit), in one, two, three, four, five, six, seven, eight, 20 and 30 “dollar” denominations.  The act forces their acceptance at par value (one to one) with the Spanish Milled (silver) Dollar.

       NOTE: This act establishes a Continental debt of 3,000,000 Dollars.
