In New York City, Judge Timothy D. Ruggles, of the Court of Common Pleas of the colony of Massachusetts Bay, convenes the Stamp Act Congress. Twenty-seven Delegates from nine of the 18 colonies of British North America are meeting to devise a unified strategy against the Stamp Act—the first attempt by Parliament to levy a Direct tax (“a tax exacted directly from the person on whom the ultimate burden of the tax is expected to fall, such as property, income, gift, inheritance, and poll taxes.” —- Webster’s Unabridged Dictionary) on the colonies.
NOTE: Those colonies that did not send delegations were Georgia, New Brunswick, New Hampshire, North Carolina, Nova Scotia (New Scotland), Quebec and Virginia.
