Federal Emergency Management agents, wearing bullet proof vests, (acting under-color-of-law) raid the Clearwater County Flood Control Command Center, near Orofino, idaho. The agents load two large vans, and a sport utility vehicle with all of the agency’s records. When Clearwater County Commissioner Bud Bonner demands to see the search warrant, it is entirely blank, except for the signature of the issuing judge. The previous autumn, Clearwater County experienced extensive flooding and suffered severe flood damage. This prompted the county to apply to FEMA for disaster relief.
