Democratic (socialist/fascist) de facto President Clinton, Esq., signs the National and Community Service Trust Act, transforming Volunteers In Service To America (VISTA) into the AmeriCorps.  The purpose of AC is to reward “volunteers” with health insurance stipends and college scholarships for Federally directed service.

       NOTE: As an attorney (Officer of the Court) Clinton was ineligible to serve in two branches of government at the same time, according to Article I, Section 6 [Clause 2].
