Republican (fascist/socialist) President George Herbert “Read my lips, no new taxes” Walker Bush signs the National Defense Authorization Act of 1992, creating the Joint Combined Exchange Training program. The JCET is designed for United States special forces (private mercenaries), i.e. Rangers, Green Berets (Army); Forced Reconnaissance (Marines); SEALs (Navy); Delta Force (Air Force) to train with the troops of any other nation in the world.
Postscripts:
- As of 1998 JCET had established outposts in over one-hundred nations, providing a steady stream of intelligence information for the Defense Intelligence Agency, regarding foreign military capabilities;
- During the 1990s the Washington Post obtained, and published, portions of the Doctrine for Special Forces Operations, which described the main purpose of JCET foreign missions is to train foreign militaries how to conduct operations against their own citizens.
