At the United Nations, in New York City, delegates from over 200 municipal corporations around the world establish International Council for Local Environmental Initiatives, to implement the UN environmental agenda at the local level, thus bypassing the treaty ratification process at the national level.

       Postscript: Two decades later over 600 municipal corporations across the nation had become members of ICLEI.
