The second circuit court of appeals hands down American Civil Liberties Union v. Clapper, declaring the National Security Agency’s mass telephone surveillance to be a violation of Section 215 of the USA PATRIOT Act, but not a violation of Article IV of Amendment. CONgress needs only to clarify the language of Section 215 to make NSA’s wiretapping legal.
