Federal Council, of the Confederation of Switzerland, and the Board of Governors of the privately owned (world central) Bank for International Settlements reach the “Headquarters Agreement,” recognizing “in law” what had already been practiced “in fact” for decades:
- Agents of the Swiss government will not enter BIS property without prior permission from the BIS.
- All BIS officers are entitled to immunity for any criminal acts they might commit.
- All BIS assets are immune from seizure or confiscation.
- All BIS officers are entitled to diplomatic immunity, of both their persons and possessions in international travel.
- All BIS transactions (including salaries) are exempt from taxation.
