In a closed, secret briefing before the house banking committee, representatives of the Bureau of Engraving and Printing, the secret service and the privately owned Federal Reserve System of (central) Banks, explain their plans for re-designing the Federal Reserve Note (a Bill of Credit), which include diffraction gratings, holograms, security threads, taggants (multi-layered, microscopic plastic fibers), and watermarks. Ostensibly, the reason for the changes is to prevent counterfeiting. Although one of the spokesmen admitted it was for the purposes of currency recall.
