The New Federalism/New Deal V (1969 – 1974) continues: in an effort to stave off the efforts of leftist members in the house of representatives trying to impeach him over his role in the Watergate cover-up, Republican (fascist/socialist) de facto President Nixon, Esq., signs the Congressional Budget and Impoundment Control Act, creating the Congressional Budget Office, and prohibiting the President from exercising the traditional practice of “impounding” (refusing to spend) CONgressionally authorized Federal expenditures.

       NOTE: As an attorney (Officer of the Court) Nixon was ineligible to serve in two branches of government at the same time, according to Article I, Section 6 [Clause 2].
