Edwards, Assistant Secretary Health, Education and Welfare for Health and Scientific Affairs that the four-decade long Tuskegee Experiment, in which the Public Health Service studied 622 United states subject/enemy/citizens of African heritage infected with syphilis, and then denied them medical treatment was not illegal.
