The New Federalism/New Deal V (1969 – 1974) continues: While the United states Armed Forces are in Vietnam, “united in its determination to take all necessary measures in support of freedom,” Republican (fascist/socialist) de facto President Nixon, Esq. submits his 1970-71 Budget Message to the Democratic (socialist/fascist) 28th counterfeit CONgress (elected in accordance with the fraudulent 17th amendment).  Among his requested Federal spending increases is 10,000,000,000 “dollars” to municipal governments for waste water treatment.

       NOTE: As an attorney (Officer of the Court) Nixon was ineligible to serve in two branches of government at the same time, according to Article I, Section 6 [Clause 2].
