… [L]et me begin by describing the situation I found when I was inaugurated on January 20. [, 1969] … No progress had been made at the negotiations in Paris and the United States had not put forth a comprehensive peace proposal.
NOTES:
- The reason “No progress had been made at the negotiations in Paris,” was because Nixon—a private citizen—sabotaged it.
- As an attorney (Officer of the Court) Nixon was ineligible to serve in two branches of government at the same time, according to Article I, Section 6 [Clause 2].
