Eisenhower is giving to Kennedy a (publicly held portion of the) national debt that has expanded from 267,000,000,000 to 289,000,000,000 “dollars,” but falling from 68 to 51% of the Gross National Product, and from 1,700 to 1,600 “dollars” per person.
