The Democratic (constitutionalist) 36th Constitutional Congress (elected in accordance with Article I, Section 3 [Clause 1]), votes down the charter for a third central Bank of the United States. 

       NOTE: Opposition was mostly from the southern States.  Once these States left the Union, the Republican (nationalist) Party had a free hand to implement the unlawful “American Plan,” of protective tariffs, internal improvements, and centralized banking.
