Commander-in-Chief Truman issues National Security Intelligence Directive Seven (a classified Executive Order), allowing the Central Intelligence Agency the subpoena power, police powers within the nation and power to enter into contractual agreements with universities, all of which are prohibited by its original Charter, the National Security Act of 1947.
