The Dumbarton Oaks Conference concludes: after seven weeks of two phase negotiations, in the District of Columbia, between the kleptocratic Republic of China, the Soviet Union, the United Kingdom and the United states, the framework for new international organization to maintain world peace is agreed to. The proposed replacement for the League of Nations is to be called the “United Nations.”
NOTE: The discussions had to be conducted in two parts because Andrei Gromyko, the Soviet delegate, refused to meet with anyone but the communist People’s Liberation Army of China.
