At the convening of the Democratic (socialist/fascist) 13th counterfeit CONgress (elected in accordance with the fraudulent 17th amendment) Democratic de facto President Franklin Roosevelt, Esq., speaks of the necessity to prepare the nation for war, while keeping United states subject/enemy/citizens informed of the need for such preparations:
… [T]he united strength of a democratic nation can be mustered only when its people, educated by modern standards to know what is going on and where they are going, have conviction that they are receiving as large a share of opportunity for development, as large a share of material success and of human dignity, as they have a right to receive.
· · · · · ·
Dictatorships do this by main force. By using main force they apparently succeed at it for the moment. However [,] we abhor their methods, we are compelled to admit that they have obtained substantial utilization of all their material and human resources. …
Postscript: two years later Roosevelt would be implementing the eight-point McCollum memorandum which was intended to provoke the Empire of Japan into attacking the U.s.
NOTE: As an attorney (Officer of the Court) Roosevelt was ineligible to serve in two branches of government at the same time, according to Article I, Section 6 [Clause 2]
