       The New Deal II (1935 – 1939) continues: Democratic (socialist/fascist) de facto President Franklin Roosevelt, Esq.–without a constitutional amendment–signs the (second) Social Security Act of 1935, establishing old age insurance for most United states subject/enemy/citizens.  The act creates the Social Security Trust Fund to be supported by a two-percent payroll tax on the first 17,700 “dollars” earned each year starting in 1937, before benefits would begin to be paid out in 1944.

       NOTES:

  • Prior to the creation of Social Security, the elderly were cared for by their children.  Those that did not have families were cared for by churches.  Social Security has broken the voluntary bond between between God, parents and children, and established a new involuntary bond between the state and its citizen-wards.
  • As an attorney (Officer of the Court) Roosevelt was ineligible to serve in two branches of government at the same time, according to Article I, Section 6 [Clause 2].

       Postscripts:

  • The SS payroll tax was a primary cause for the “Roosevelt Recession” (an economic downturn within the Great Depression) of 1937-38, in that it severely decreased funding for capital expansion.
  • Eighty years later the SSTF had a reserve to last only a few days.
