Panama refuses to accept payment of 250,000 “dollars” in Federal Reserve Notes (Bills of Credit) from the United states treasury, for its annual rent on the Panama Canal, insisting on 250,000 Dollars in gold (lawful Money) as required by the 1903 Hay – Bunau-Varilla Treaty.
