Republican (fascist/socialist) de facto President Harding (a resident of the Federal enclave of Ohio)—without a constitutional amendment—signs the Phipps Federal Highway Act of 1921, directing the Bureau of Public Roads to create, subsidize and manage a “United states Highway System.”

       NOTE: Article I, Section 8 [Clause 7] authorizes Congress to only to charter private highway companies.  This is “Whiggery” (corporate welfare).

       Postscript: The following year the Bureau of Public Roads commissioned general John J. Pershing to produce a map of those roads which would be most vital to the United States government in the event of war.
