While the army and navy of the United states are in Russia “making the world safe for democracy,” Frank L. Polk, Esq., de facto acting secretary of state, certifies the unlawfully proposed 18th amendment prohibiting the “manufacture, sale … transportation … importation … or the exportation” of intoxicating liquors, has received the requisite ratification of three-fourths of the states—this despite it NOT having been proposed by a lawfully elected (within the provisions of Article I, Section 3 [Clause 1]) senate.

       NOTE: As an attorney (Officer of the Court) Polk was ineligible to serve in two branches of government at the same time, according to Article I, Section 6 [Clause 2].
