While the army and navy of the United states are in Russia making “the world safe for democracy,” Democratic (socialist/fascist) President Wilson—without a constitutional amendment—signs the Wartime Prohibition Act, temporarily banning the domestic consumption of alcoholic beverages.  Although manufacture and sale is still permitted for EXPORT ONLY.
