Democratic (socialist/proto-fascist) President Wilson – without a constitutional amendment – signs the Bankhead-Shackleford Federal Road Aid Act, releasing 5,000,000 Dollars to the states for highway construction.  This “model” legislation written by the American Association of State Highway Officials provides the first Federal highway funding to the States.  As State roads that receive federal aid must be “free” (paid for by non-users) there are no market signals to aid central planners in deciding where funding is to be spent.  Instead complex formulas incorporating the States’ geographic areas, populations, existing roads are to be used.

       NOTES:

• Article I, Section 8 [Clause 7] authorizes Congress to charter post-Roads, not subsidize them.
• This is “Whiggery” (corporate welfare).
