Republican (proto-fascist/socialist) Governor Walter R. Stubbs, of Kansas, transmits to Philander Chase Knox, Secretary of State, that the Kansas legislature has passed Senate Concurrent Resolution Two, which does not ratify the unlawfully proposed 16th amendment to the Constitution for the united States, as neither State legislative house passed SCR 2 by the constitutionally required majority.
Postscript: On February 25, 1913, Philander Chase Knox, Secretary of State, falsely recorded Kansas as the 25th State to have ratified the purported 16th amendment.
