Democratic (socialist/proto-fascist) Governor Augustus E. Willson, of the Commonwealth of Kentucky vetoes House Resolution 4, which, would have ratified the unlawfully proposed federal income tax amendment.
Postscript: The legislature was unable to override Willson’s veto. But on February 25, 1913, Philander Chase Knox, Secretary of State, falsely recorded Kentucky as the second State to have ratified the purported 16th amendment.
