The Long Night continues: The voters of the confederate State of Louisiana ratify their constitution of 1898; article 197, section 5, of which contains the infamous “Grandfather Clause,” disqualifying residents from voting, whose ancestors were not eligible to vote on January 1, 1867 This disqualifies all freedmen and their descendants.
