The “disappearing quorum” disappears: Republican (nationalist) Speaker of the House Thomas B. Reed rules as present those Democratic (constitutionalist) Representatives not answering his quorum call, but were in fact in the chamber. This precedent greatly enhances the power of the Speaker to conduct business, at the expense of political minorities.
