De facto Commander-in-Chief Andrew Johnson (a Citizen of the confederate State of Tennessee) issues Executive Order Six, declaring the ratification of the unlawfully proposed 14th amendment—which would suspend the State Constitutions-as being an open question—as New Jersey had rescinded its previous approval.
