Congressional (radical) Reconstruction begins: The Republican (nationalist) 38th Constitutional Congress (elected in accordance with Article I, Section 3 [Clause 1]) passes a concurrent resolution creating the Joint Committee on Reconstruction to determine how to incorporate the confederate States into the compulsory Union.  The JCR will be co-chaired by Senator William P. Fessenden, of Maine, and Representative Thaddeus Stevens, of the Commonwealth of Pennsylvania, and will be composed of nine Representatives and six Senators, 12 of them Republican and three of them Democratic (constitutionalist).

       NOTE: A concurrent resolution does not carry the force of law and does not need the signature of the president.
