United States Navy Commander Scott Waddle, of the USS Greeneville, orders his crew to make a “power ascent” to the surface, in an effort to impress some visiting members of CONgress.  Upon breaking through the Pacific Ocean’s surface, the submarine crashes into the bottom of a Japanese fishing boat, killing nine men and boys aboard.
