The federal enclave of Kansas is admitted as a free State into the voluntary Union. This brings the balance, in the Senate, of free States and slave States to 19 free and 8 slave—excluding the federal enclave of Ohio, the Independent Republic of South Carolina, and the other seceded States: Mississippi. Florida, Alabama, Georgia and Louisiana.
NOTE: The statute that Democratic (constitutionalist) President Buchanan signed approved a State Constitution that prohibited freedmen from casting ballots.
