The Electorate of the federal enclave of Oregon ratifies its Constitution, Article I Section 16, of which states, “In all criminal cases whatever, the jury shall have the right to determine the law, and the facts under the direction of the Court as to the law, and the right of new trial, as in civil cases.”

       Article I Section 35, of which states,

       No free negro [sic], or mulatto, not residing in this State at the time of the adoption of this Constitution, shall come, reside, or be within this State, or hold any real estate, or make any contracts, or maintain any suit therein.  …
