Whig (nationalist) President Taylor signs the Apportionment Act of 1850, expanding the membership of the House of Representatives from 227 to 233, slightly reducing the influence of special interests.  More importantly, the act eliminates the requirement that Representatives be elected by winner-take-all districts.
