The federal enclave of Wisconsin is admitted as a free State into the voluntary Union. This brings the balance, in the Senate, of free States and slave States to 15 free and 14 slave—excluding the federal enclave of Ohio. Article I, Section 3 of its Constitution states: “In all criminal prosecutions or indictments for libel … the [J]ury shall have the right to determine the law and the fact.”

Of course; this is the reason why Trial by Jury is a requirement of the Constitution. Juries have the supreme power to nullify bad statutes, if the statute’s execution would, in the jury’s opinion, render an injustice. –– JL
